A Programme on Competition Law and Policy for the Joint Secretaries, Directors and Other Officers of Central Government Ministries/ Departments on 24th August, 2016, New Delhi

Competition Commission of India organised a programme on ‘Competition Law and Policy’ for the Joint Secretaries, Directors and other officers of Central Government Ministries/ Departments on 24th August, 2016 at India Habitat Centre with a view to sensitize the policy decision makers within the Government with the Competition Principles so as to improve the efficiency of public procurement and promote sustained economic growth.

The programme was quite well attended with more than 60 (sixty) officers from various Ministries/ Departments attending. The programme was inaugurated by Sh. D. K. Sikri, Chairperson, CCI who emphasized the changing role of Government from a participant in the market before economic reforms to an enabler for promoting growth.

Sh. Augustine Peter, Member, CCI in his opening remarks stressed the need to review all the policies and legislations, keeping in view the Competition aspects and remove any unintended barriers that it may create. Secretary, Smt. Smita Jhingran while making a presentation on ‘Introduction to Competition Law’ highlighted the nuances of the Act. Professor Ajay Shah from National Institute of Finance and Policy Planning shared his views on, “Why promoting Competition should be at the Core of Public Policy and Planning”. Dr. Geeta Gauri shared her experience in Competition Regulation citing various cases Anti-trust case of Public Procurement, bid cartels and collusive bidding by Government companies.

A panel discussion on ‘Competition and Regulation’ followed the presentations with Sh. Dhanendra Kumar (ex-Chairperson), Dr. M.S. Sahoo Member and Smt. Pallavi Shroff Partner and Head Competition Law Practice Shardul Amarchand Mangaldas as panellists.

There were wide ranging discussions during the program with participants sharing their views on social objectives of Government policy vis-à-vis Competition, overall situation in various sectors of the economy, challenges arising out of predatory pricing and bid-cartels. The program design and deliberations were appreciated quite-well by the participants.
